Jarka Kluth
Interim CEO
Jarka is a seasoned executive with extensive experience across Australian and international markets, spanning multinational organisations and entrepreneurial ventures. Working across a wide range of business verticals, Jarka has deep expertise in membership, marketing, communications, customer experience, operations and organisational transformation.
She has led strategic and operational functions as a CEO and across HR/IR, finance, sales and customer service, delivering integrated strategies that strengthen member and brand engagement, enhance service delivery, solidify partnerships and support sustainable growth.
Jarka is passionate about building innovative, growth mindset, and values-driven cultures. As an enthusiastic and collaborative leader, she is dedicated to shaping workplace ecosystems where individuals thrive, and collective objectives are realized, leading complex transformation initiatives that improve organisational performance and stakeholder outcomes.
Outside work, she is an enthusiastic sailor and sailing coach, and holds governance roles with Caritas Australia, the Victorian Homeless Fund, and Australian Sailing’s She Sails Committee.

Lloyd Doddridge
Executive Director, Finance & Technology
Lloyd is a highly accomplished executive with extensive experience in financial stewardship, risk management, and technological innovation. He comes to the College following a distinguished career in senior leadership, including significant roles at the Australian Red Cross, Dentsu and Nexteer Automotive.
As a member of the Institute of Company Directors (GAICD) and a Chartered Accountant (ACA), Lloyd has a proven track record of stabilising and growing complex organisations. His expertise in commercial strategy and financial forecasting will ensure the College remains on a strong footing to continue its vital work in supporting the psychiatric profession across Australia and Aotearoa New Zealand.
Beyond his financial acumen, Lloyd is a leader in the digital space. Holding post graduate qualifications in Financial Strategy and AI from the University of Oxford, he is committed to leveraging emerging technologies to improve member services and operational efficiency.
Notably, Lloyd brings a personal commitment to the mental health sector, with lived experience of mental health challenges within his family and a history of community service, including his role as Treasurer for the Specialised Assistance School for Youth.

Felicity Loxton
Executive Director, Policy & Advocacy
Felicity Loxton is a values-driven health system leader with more than 20 years’ experience shaping policy, clinical governance, and statewide reform across Victoria. She has held senior executive roles at the Victorian Department of Health and Human Services and Safer Care Victoria, most recently as Director of Improvement, where she led major system-wide initiatives, strengthened governance capability, and delivered measurable outcomes.
Felicity has a strong track record of partnering with clinicians, consumers, governments, and peak bodies to drive evidence-informed policy and improve the safety, equity, and quality of care.
A relational and collaborative leader, she is committed to elevating member expertise and lived and living experience in shaping mental health policy. As she notes, “Strong policy starts with strong partnerships between evidence, clinicians, lived experience, and system context,” ensuring outcomes that deliver genuine public value.

Professor Andrew Teodorczuk
Executive Dean of Education
Professor Andrew Teodorczuk is a consultant old age psychiatrist at The Prince Charles Hospital (TPCH) in Brisbane, holding adjunct professor positions at the University of Queensland (UQ) and Queensland University of Technology. Currently President of the Australasian Delirium Association, Prof Teodorczuk joined the RANZCP as Executive Dean of Education in February 2026.
Raised in the UK, Prof Teodorczuk was an honorary senior lecturer at Newcastle University and consultant psychiatrist at Northumberland, Tyne and Wear NHS Mental Health Trust. In Australia since 2016, he has held senior leadership roles including Deputy Head of School (Learning and Teaching) at the School of Medicine, Griffith University, MD Program Convenor at the Medical School, UQ and Director Medical Education at Metro North Mental Health. As Director of Clinical Training for PCH he implemented the new AMC National Framework for Prevocational medical training.
Publishing over 120 peer-reviewed publications, Prof Teodorczuk has received numerous teaching and research awards.

Anita Hill
Executive Operations Manager, Education
Anita Hill has leadership experience spanning medical education, workforce strategy, accreditation, governance, and operational management. Over the last decade she has held a range of senior roles at the Royal Australian and New Zealand College of Psychiatrists, where she has led complex education and training portfolios with responsibility for program delivery, reporting, quality, and stakeholder engagement. Anita brings a track record of leading multidisciplinary teams, driving strategic initiatives, and delivering system-wide workforce and education outcomes across professional colleges, government, primary care, and hospital settings. Throughout her career she has developed expertise in navigating complex health environments, shaping policy-informed programs, and building effective partnerships across the sector. Starting her working life as a physiotherapist, she combines clinical understanding with a strong focus on performance and improvement. She holds qualifications in physiotherapy and health administration.

Phil Cullen
Director OPCEO, Communications and Media
Phil is a strategic communications leader with extensive senior experience in media, public affairs, government relations, community engagement, events and employee communications. He has led multi-disciplinary teams in the public health and emergency management sectors, focussed on building community resilience, improving access to care and better patient outcomes. Phil also has more than a dozen years’ experience in major metropolitan media newsrooms as a newspaper journalist and television chief of staff.
Phil is a strategic communications leader with extensive senior experience in media, public affairs, government relations, community engagement, events and employee communications. He has led multi-disciplinary teams in the public health and emergency management sectors, focussed on building community resilience, improving access to care and better patient outcomes.
