Revised CCPR eligibility requirements and criteria

The Clinical Competency Portfolio Review (CCPR) will replace the current Clinical Competency Assessment – Modified Portfolio Review (CCA–MPR) from September 2026 as the major clinical assessment for RANZCP Fellowship.
The Progression Competence Panel has refined the CCPR:
- Eligibility requirements – with an emphasis on Stage 3 evidence
- Assessment criteria – outlining the decision-making framework and key considerations for portfolio review
Following consultation with relevant committees, the revised CCPR eligibility requirements and assessment criteria was approved by the Education Committee in February 2026.

Key changes to eligibility requirements
As Portfolio Reviews assess candidate performance against an end-of-Stage 3 standard, eligibility requirements have been revised to place greater emphasis on Stage 3 evidence. Stage 2 IOCA will therefore no longer be required for CCPR assessment.
To support fairness, consistency, and alignment across pathways, trainees and Partially Comparable specialist international medical graduate (SIMG) candidates will be required to complete a minimum of 12 months full-time equivalent (FTE) training time in Stage 3 before being eligible to apply for CCPR. Trainees and SIMGs will be required to complete at least one Stage 3 IOCA along with other requirements as outlined below.
To be eligible to apply for the CCPR, both trainees and Partially Comparable SIMGs must have completed:
- a minimum of 12 months FTE in Stage 3 training
- a minimum of two Stage 3 end of rotation In-Training Assessments (ITAs)
- a minimum of two Stage 3 Observed Clinical Activities (OCAs)
- a minimum of one Stage 3 Independent Observed Clinical Activities (IOCA)
All completed and recorded Stage 3 ITAs, OCAs, and IOCAs will be included in the portfolio review. To check CCPR eligibility, refer to the CCPR webpage.
Transition arrangement
To provide appropriate lead-in time for the revised requirements, a transition arrangement will apply for candidates intending to apply for the September 2026 CCPR round.
This cohort, in line with previously communicated eligibility requirements, will be required to provide:
- Only one Stage 3 OCA rather than two Stage 3 OCAs.
All other eligibility requirements as described above will continue to apply, including the minimum Stage 3 training time requirement (12 months FTE), Stage 3 ITA and Stage 3 IOCA requirements.
From the April 2027 round, all candidates will be required to meet the revised eligibility requirements as described.
Special consideration
Special consideration arrangements will be available for candidates who are unsuccessful in the April 2026 CCA–MPR and intend to reapply for the September 2026 CCPR. These arrangements are intended to support a smooth transition between the current and new portfolio review models while maintaining the integrity of Stage 3 evidence requirements
These candidates:
- Will be exempt from the requirement to complete an IOCA for the September 2026 CCPR application.
- Will be required to complete an additional OCA (a total of two OCAs) associated with the new six-month FTE rotation submitted.
CCPR assessment criteria
The CCPR adopts a programmatic assessment approach to determine whether candidates meet the end-of-Stage 3 standard across all CanMEDS roles and relevant Fellowship competencies. Progression decisions will be made in a holistic manner based on a comprehensive review of all Stage 3 end-of-rotation ITAs, OCAs and IOCAs, together with the narrative feedback recorded in these assessments.
Portfolio outcomes will be determined through expert judgement, synthesising ratings and narrative evidence from multiple sources. Decisions will be informed by the trajectory of improvement, consistency in performance, sufficiency of evidence, and narrative feedback.
