November 2021 OSCE Alternative Assessment Pathway
The College has developed an alternative assessment pathway to support the progression of candidates enrolled in the November 2021 AVOSCE who were unable to achieve a successful outcome.
This pathway has been approved by the required regulatory bodies in Australia and Aotearoa New Zealand.
The alternative assessment pathway has been developed to accommodate candidates who:
- Registered for the AVOSCE afternoon session and did not get an opportunity to sit the AVOSCE.
- Participated in the morning AVOSCE session, however, did not achieve a pass.
- Withdrew from the AVOSCE in the four weeks prior to 20 November 2021.
The alternative assessment pathway comprises:
Portfolio Review of the three most recent end of rotation In Training Assessments (ITAs), including at least one at Stage 3 level.
Where a successful outcome cannot be reached from the Portfolio Review
Case-based Discussion (CbD) – a workplace-based assessment (45-minute clinical case-based discussion with two assessors).

Portfolio Reviews will be prioritised for those candidates who:
- have completed 52+ months of accredited training time, and as of 16 November 2021 have only the OSCE and one other assessment outstanding, as detailed in official College records.
- SIMG candidates who have only the OSCE outstanding, or whose comparability status expires before the next scheduled OSCE.
- Candidates who have registered for three cancelled OSCE examinations.
Priority candidates will have their portfolio reviews commenced first.
To ensure a transparent process that meets the accreditation standards of the AMC and provides an efficient process for candidates, the portfolio reviews will be undertaken by Review Panels of 2 Fellows supported by a Portfolio Review Oversight Panel comprised of 4 Fellows who will report to the Education Committee.
- A prerequisite for the portfolio to be reviewed is that the term(s) associated with the ITAs has been successfully completed.
- In general terms the method involves consideration of three of the most recent end of rotation ITAs, one of which must be the most recent stage 3 ITA, with the competencies achieved at the almost always or higher level.
- For the small number of SIMG candidates who do not have three ITAs, two ITAs will be considered.
- A process of quality assurance and evaluation is being built in and will be reported on to the membership and the AMC.
Candidates are required to have a successful portfolio review for each of the ITAs to have an overall successful portfolio review outcome.
Candidates who are unable to achieve a successful portfolio review will proceed to the Case-based Discussion assessment.
Candidates will receive their individual portfolio review results as they are completed.
Case-based Discussion (CbD) - 25 January update
Where a successful Portfolio Review outcome is not achieved, a Case-based Discussion (CbD) – a workplace-based summative assessment – will be offered.
This involves a 45-minute clinical case-based discussion with two assessors.
- Due to the COVID-19 pandemic, the CbD assessment will be delivered online. Participants will connect via Zoom. If Zoom cannot be accessed, approval can be sought to use Microsoft Teams as a backup platform.
- Candidates must provide a typed case summary of up to 1500 words per case.
- The cases selected can be from any age range. All cases will be assessed at the standard of a generalist psychiatrist level. This may include cases where candidates completed a single assessment of a patient.
- The College will assign assessors to a CbD assessment based on their availability and ‘Can’t See’ requirements, using the existing Objective Structured Clinical Examination (OSCE) ‘Can't See’ process where possible to mitigate any conflict of interest.

Assessment Overview and Performance Criteria
The aim of the CbD is to assess the attainment of required Fellowship Competencies at the standard of a trainee at the end of Stage 3.

Guidance for discussion
The following prompts may be used as a guide for discussion. Discussion is not limited to these questions and other questions may be used to prompt a focused discussion about the case.

In order to facilitate the Case-based Discussion (CbD) assessments, candidates are required to submit two patient cases and one patient case will be selected for the purposes of the assessment.
Patient consent and Candidate declaration are required in order to facilitate the assessment in accordance with relevant privacy laws.
It is the candidate’s responsibility to contact both patients, facilitate their consent, and sign-off of the forms for each patient.

Case-based Discussion (CbD) Incident Report
Incident reports emanating from the CbD must be submitted within five (5) working days from the examination date.

Candidates will be notified as soon as the results are finalised.
Requests for reconsideration
Should candidates wish to request a review of the Portfolio Review outcome or the Case-based Discussion outcome, please submit a request, with any relevant supporting documentation, to firstname.lastname@example.org.
Please note that once the request is lodged, progression to the next step of the Alternative Assessment Pathway will be placed on hold until the review process is complete.
In accordance with the CbD Assessment Guidelines, CbDs will not be recorded by candidates or assessors. If, however, a CbD assessment is recorded this will be in breach of the guidelines. The College will not accept or consider any recordings as supporting evidence in the context of a reconsideration, review, or appeal submitted to the College.
